who ownes fannie may and freddie mac at this moment?
I had a lot of discussion with some friends about the government ownership of those two companies.Please tell me what is the proportion of stocks you have to own in to a public company to have full decisions power?

Its in Conservatorship with the Federal Housing Finance Agency sort of like guardianship for an incapacitated person. The CEO and Board of Directors are gone and the Treasury owns about 80 percent of the company. Essentially its been Nationalized and it has no market value anymore.
To own controlling interest you would have to either own 51% outright (in theory) or influence at least that many. Of course this is just theory as someone with far fewer shares can actually control a company by controlling who is on the board of directors, or amass a a group of investors who can.
Fannie and Freddie are both owned by 95% institutional shareholders, however the US Government has all controlling authority in the stock as it is the Secretary of The Treasury that has assumed the right to name the CEO.
