hud.gov is not too easy to find my way around. specifics pls?

I am looking at investing in a very small way, maybe just one of the HUD single family units for rental income. I see that HUD multi family units have some financing assistance available. Is it possible for a very small investor to qualify for competitive funding from Fannie Mae in order to purchase a multi family property such as apartments?

Last year my lowest or worst credit score was 632. This year I decided to try and buy a house. I figure my credit score should be good or a little bit higher, due to the fact I was never late on my car payment. All my bills are paid on time, so I thought.
Um, wrong some how and some where, about 9 debt, were added on and brought my credit score way low. These were debt I didn’t know exist and yes they all were from doctors visit, I thought my insurance took care of. Only to find out the insurance I have only cover 20% of my medical bills, which I must had over look that part. All my statement were sent to the wrong street address and now its on my Credit report. I explain but it didn’t change my score. I be glad to pay it but, I was told it will not bring my score up for several of months.
Now my highest score is 549 of the three, do anyone know if I could qualify for any loans to buy a home.
If so who, and where can I go. I live in Wisconsin and want to get in on that first time home buyers special program that is going on. I am on a fix income and do work part time. Do anyone know for sure I can get an HUD or FHA loan a down payment will not be a problem.
