Check out sites like http://www.legalzoom.com which can help you get an LLC or partnership company up and running for only a few hundred bucks. Then make sure you get insured and licensed in the townships/states that you intend to do business in.
The hardest part though is usually getting new clients/business. Try starting with joining your local chamber of commerce, advertising in clipper magazines or coupon mailings, networking, advertisements in grocery stores, craigslist, etc.
You should also get a simple website set up, with pictures of your work, description of your services, and your contact information.
Find free online advertising sites, or join sites like http://www.whyabe.com which is a supplier directory site (free) that will let you promote your company, create a profile, and even create a basic web store.
You will need insurance and probably be bonded too.
